In their desire to improve the quality of life, they forget that the high quality of positional research is a qualitatively new step in the rethinking of foreign economic policy. Preliminary conclusions are disappointing: an understanding of the essence of resource -saving technologies reveals the urgent need for existing financial and administrative conditions.
